UGC notifies precautions for joining courses in ODL and OL mode
In its latest notification dated 18 Sep 2025, the University Grants Commission (UGC) has listed the precautions to be taken before joining courses offered in (ODL) Open and Distance Learning and Online Learning (OL) mode.
Just about a month ago, on 12 Aug 2025, it had released another short notice wherein it specified that courses with specialization in Healthcare and Allied Disciplines falling under the NCAHP (National Commission for Allied Healthcare Professions) Act 2021 can not be offered in ODL and OL mode.
The latest notice of 18 Sep details complete information on following points and also provides the relevant official links for verification.
1. Verification of Recognition and Entitlement Status of Higher Educational Institutions (HEIs).
2. Mandatory creation of DEB-ID for enrolling students in ODL/Online Programmes.
3. Checking the details on the HEIs' website.
4. HEIs debarred/put under 'no admission category.
5. Adherence to UGC notification on Specification of Degrees, 2O14 and its subsequent amendments.
6. Caution against admission in prohibited programmes.
7. Ensuring all activities within Territorial Jurisdiction for ODL programmes only.
8. Prohibition of franchising arrangement for offering ODL and OL Programmes.
9. Equivalence of qualification acquired through Conventional or Open and Distance Learning and Online modes.
10. Important Learner Centre provisions of the Regulations.
